Tobacco has been used in may forms in addition to being a controlled substance. It has been used in traditional medicines, and as pesticides in agriculture.

Tobacco is a controlled substance for its habit forming characteristics. It can be chewed or smoked.
Medicine
Tobacco has been used as a traditional medicine in treating insect bites, cuts, and so forth.
Agriculture
Because of nicotine's lethality to insects is has been used as a pesticide.
