This page lists requests by the Arbitration Committee that it feels need to be enforced by administrators. Administrators are not required to enforce these rulings but they are required not to stop those who do. Only Arbitration Committee members and clerks can add new items to this page. If a block is needed, then the administrator who conducts it should record it on the "log of blocks and bans" on the respective case page. Newer requests at top.

Arbitration Committee motions for discretionary sanctions

The Arbitration Committee has rendered decisions passing two motions to apply discretionary sanctions remedies to three prior cases. Any uninvolved administrator may, on his or her own discretion, impose sanctions on any editor working in the areas of conflict if, despite being warned, that editor repeatedly or seriously fails to adhere to the purpose of Wikipedia, any expected standards of behavior, or any normal editorial process.

The areas of conflicts have been defined as "articles which relate to pseudoscience, broadly interpreted" for the Martinphi-ScienceApologist and Pseudoscience cases, and as "articles which relate to Eastern Europe, broadly interpreted" for the Digwuren case.

Homeopathy

This arbitration case has been closed and the final decision is available here. In short, the remedy passed that requires admin enforcement is:

  • Discretionary sanctions: Any uninvolved administrator may, on his or her own discretion, impose sanctions on any editor working in the area of conflict (defined as articles which relate to homeopathy, broadly interpreted) if, despite being warned, that editor repeatedly or seriously fails to adhere to the purpose of Wikipedia, any expected standards of behavior, or any normal editorial process. The sanctions imposed may include blocks of up to one year in length; bans from editing any page or set of pages within the area of conflict; bans on any editing related to the topic or its closely related topics; restrictions on reverts or other specified behaviors; or any other measures which the imposing administrator believes are reasonably necessary to ensure the smooth functioning of the project.   • Special enforcement on biographies of living persons: a special enforcement on biography of living persons (BLP) articles is authorised, whereby administrators uninvolved with an article may, for that BLP, "use any and all means at their disposal to ensure that every Wikipedia article is in full compliance with the letter and spirit of the biographies of living persons policy". Administrators are authorised to utilise their protection and blocking tools as necessary to ensure that the article complies with Wikipedia's BLP policy, and are also directed to actively counsel any editors whos actions fail to comply with the BLP policy. Administrators are cautioned not to reverse or modify such actions without clear community consensus to do so; appeals against restrictions put in place may be made to either: the relevant administrators' noticeboard; or, the arbitration committee directly. Before any article-based restrictions are extended to an individual editor, this counselling must take place: restrictions put in place should be logged at Wikipedia:Biographies of living persons/Special enforcement log, with relevant links to attempts to counsel the editor. Prem Rawat

This arbitration case has been closed and the final decision is available at the link above. Evidence presented did not disclose a history of problematic editing, in terms of basic content policy, by Jossi, and the Committee commended Jossi's self-imposed restriction to edit only talk pages for Prem Rawat related articles. Due to a history of incivility and personal attacks surrounding articles related to the Prem Rawat movement, the preexisting community enforced one-revert rule on Prem Rawat and related articles that commenced March 4, 2008, has been superceeded by Arbitration Committee enforced article probation. Mantanmoreland

This arbitration case has been closed and the final decision is available at the link above. Wikipedia's role with respect to serious off-wiki or "real world" controversies and disputes is to provide encyclopedic coverage of such matters from a neutral point of view where they are notable and sufficiently documented in reliable sources. Neither Wikipedia's mainspace article content, nor its administrative and dispute-resolution procedures culminating in Arbitration, are intended or may be used as a vehicle for off-wiki disputes such as those involving the financial markets or legal or regulatory issues. Actions related to the articles involved, including naked short selling, overstock.com, Patrick M. Byrne, the (now-redirected article) Judd Bagley, and Gary Weiss, have been repeatedly disruptive and have had serious implications both on and off wiki. Any current of future editor making substantial edits to these articles is direct ed:

(A) To edit on these from only a single user account, which shall be the user's sole or main account;
(B) To edit only through a conventional ISP and not through any form of proxy configuration;
(C) To edit in accordance with all Wikipedia policies and to refrain from any form of advocacy concerning any external controversy, dispute, allegation, or proceeding; and
(D) To disclose on the relevant talk pages any circumstances (but not including personal identifying information) that constitute or may reasonably be perceived as constituting a conflict of interest with respect to that page.

Any uninvolved admin may impose reasonable restrictions, after warning, upon involved articles or editors. Knowledgeable and uninvolved editors are urged to review these articles to ensure accuracy, fairness, and adherence to wiki policies. User:Mantanmoreland, under any current or future account, is banned from editing articles related to Gary Weiss, Patrick Byrne, Overstock.com, Naked Short Selling, and other mainspace articles in the area of dispute, broadly construed. He may make suggestions on talk pages, subject to the requirements of remedy 1. User:Mantanmoreland is directed to edit Wikipedia from only a single user account and to advise the Arbitration Committee of any change of username, and to edit only through a conventional ISP and not through any form of proxy configuration.

Waterboarding

This Arbitration case has closed, and the final decision may be reviewed through the above link. Further to the relevant findings of fact, Waterboarding and all closely-related pages are subject to article probation (full remedy); editors working on Waterboarding, or closely related pages, may be subject to an editing restriction at the discretion of any uninvolved administrator, whereby any edits by that editor which are judged by an administrator to be uncivil, personal attacks, or assumptions of bad faith, may result in a block. (full remedy).

Should any user subject to an editing restriction in this case violate that restriction, that user may be briefly blocked, up to a week in the event of repeated violations. After 5 blocks, the maximum block length shall increase to one year (full enforcement). Before such restrictions are enacted on an editor, he or she must be issued with a warning containing a link to the decision.

Whereas Eyrian has engaged in abusive sock puppetry in an apparent attempt to game the system, and failed to offer any reasonable explanation for his actions, his Administrator privileges are revoked (and may only be restored through appeal to the Arbitration Committee), and is banned from Wikipedia until he provides satisfactory explanation regarding this matter.

Among the principles passed was At wit's end which states that necessary measures must be adopted by the Arbitration Committee in cases where repeated attempts to stop disruptive disputes have failed. As a result of the case, both Digwuren and Petri Krohn are banned for one year. There has also been a general restriction to all editors working on topis related to Eastern Europe and a warning to all those who may, in the future, attempt to use Wikipedia as a battleground that they may be banned when the matter is reported to the Committee. User:Fairness And Accuracy For All is banned from Wikipedia for one year. The articles Free Republic and Democratic Underground are placed on article probation. It is expected that these articles will be improved to conform with Wikipedia:Neutral point of view, and that information contained in them will be supported by verifiable information from reliable sources. Either article may be reviewed on the motion of any arbitrator, or upon acceptance by the Arbitration Committee of a motion made by any user, and users whose editing is disruptive may be banned or their editing restricted as the result of a review. Amended

In light of continued disputes, remedy 4 adopted in Wikipedia:Requests for arbitration/Free Republic is amended by adding:

"Additionally, any uninvolved administrator may impose a reasonable editing restriction (for example, 1RR) or page ban upon any editor who repeatedly engages in disruptive or uncivil editing of Free Republic or any closely related page. Prior to imposing such a ban or restriction, a warning should be given on the affected user's talkpage. All bans and restrictions shall be logged at Wikipedia:Requests for arbitration/Free Republic#Log of blocks and bans."
All editors, particularly including single purpose accounts and editors who have or may reasonably be perceived as having a conflict of interest, are strongly urged to edit Free Republic and related articles only in conformity with all Wikipedia policies and with this committee's prior decision. If the enhanced administrator authority provided in this ruling does not improve the situation on this article after 30 days, a request for a more formal Arbitration Committee review may be submitted.

Barrett v. Rosenthal

Ilena (talk · contribs) is banned from editing Wikipedia for one year and is banned from editing articles and talk pages related to alternative medicine, except talk pages related to breat implants. This arbitration case has closed and the final decision is available at the link above. The parties identified in the decision as having acted poorly in the dispute regarding Occupation of Latvia 1940-1945 are admonished to avoid such behavior in the future. That article is placed on probation, and any editor may be banned from it, or from other reasonably related pages, by an uninvolved administrator for disruptive edits, including, but not limited to, edit warring, inciviilty, and original research. The Arbitration Committee reserves the right to appoint one or more mentors at any time, and the right to review the situation in one year, if appropriate. The parties are strongly encouraged to enter into a mediation arrangement regarding any article-content issues that may still be outstanding. If the article is not substantially improved by continued editing, the Arbitration Committee may impose editing restrictions on users whose editing is counterproductive or disruptive. Kkrystian is reminded that all edits must be supported by reliable sources. Editors involved at Sathya Sai Baba are encouraged to use better sources and improved citation style. The remedies in the prior decision Wikipedia:Requests for arbitration/Sathya Sai Baba regarding poorly sourced information remain in force and apply to all editors working on Sathya Sai Baba and related articles. The Arbitration Committee reserves the right to amend these remedies as required and to issue additional remedies as necessary to provide a positive environment for collaboration on the Sathya Sai Baba article, even if no additional case is brought forward. Remedy 1.1 in Wikipedia:Requests for arbitration/Sathya Sai Baba 2, which provides that "Andries is banned indefinitely from editing Sathya Sai Baba and related articles or their talk pages," has been amended (as a result of a successful motion) by striking out the words "or their talk pages." Thus, Andries is now permitted to edit the talkpages of these articles, but not the articles themselves. In doing so, he is cautioned to be mindful of all applicable Wikipedia policies including those concerning conflicts of interest and biographies of living persons. This arbitration case has closed and the decision is available at the link above. For a period of six months, no single-purpose account may revert any edit made to the Derek Smart article. This article is referred to the Wikipedia editing community for clean-up, evaluation of sources, and adherence to NPOV. Any user may fully apply the principles of Wikipedia:Biographies of living persons to this article. Supreme Cmdr is banned from Wikipedia for one year. Supreme Cmdr and other surrogates of Derek Smart are also banned from editing Derek Smart, but may edit the talkpage. This is a summary of the remedy provisions of the decision. He may be banned from editing any article which he disrupts by engaging in aggressive biased editing, especially that relying on inadequately sourced original research. Brahma Kumaris World Spiritual University is placed on article probation. The principals in this matter are expected to convert the article from its present state based on original research and BK publications to an article containing verifiable information based on reliable third party sources. After a suitable grace period, the state of the article may be evaluated on the motion of any member of the Arbitration Committee and further remedies applied to those editors who continue to edit in an inappropriate manner. Any user may request review by members of the Arbitration Committee. Should any user violate a ban imposed under the terms of this decision, they may be blocked for an appropriate period of time. The above entitled arbitration case has closed, and the final decision has been issued at the above link. Waldorf education, Rudolf Steiner, Anthroposophy and the extended family of related articles such as Social Threefolding are placed on article probation. Editors of these articles are expected to remove all original research and other unverifiable information, including all controversial information sourced in Anthroposophy related publications. It is anticipated that this process may result in deletion or merger of some articles due to failure of verification by third party peer reviewed sources. If it is found, upon review by the Arbitration Committee, that any of the principals in this arbitration continue to edit in an inappropriate and disruptive way editing restrictions may be imposed. Review may be at the initiative of any member of the Arbitration Committee on their own motion or upon petition by any user to them.
